Abstract

The worldwide transition to low-carbon trade requires a thorough comprehension of how governmental environmental regulations influence corporate strategic adaptations to preserve international competitiveness. This research, conducted via a Systematic Literature Review (SLR), consolidates 16 articles pertaining to China's dual-carbon policies and enterprise supply chain management within the period from 2024 to 2025. The study aims to elucidate the mechanisms by which policy instruments interact, how firms strategically adapt across various sectors, and how these dynamics influence sustainable trade results. Findings establish the principle of Strategic Policy Co-governance, demonstrating that policy effectiveness depends on the coordinated application of instruments (market mechanisms, subsidies, and taxes) adapted to particular technological phases (Yang et al., 2025). Enterprise response entails a pivotal strategic decision between remanufacturing and recycling versus technological enhancement (Wu et al., 2025), complemented by the utilization of digital transformation (Yang et al., 2024) and carbon information disclosure (Xu et al., 2025) as key competitive drivers. The conclusion is that sustainable trade competitiveness emerges as a property of a co-governance equilibrium involving multiple stakeholders—a system maintained by well-defined governmental constraints (Li et al., 2024) that incentivize firms to adhere strategically and promote resilience within supply chains. This synthesis provides essential strategic insights for policymakers and managers operating within the intricate realm of global environmental trade governance
